Then management said, "How does the watchman do his job without instruction?" So they created a planning department and hired two people: one person to write the instructions and one person to do time studies.
Then management said, "How will we know the night watchman is doing his tasks correctly?" So they created a Quality Control department and hired two people: one to do the studies and one to write the reports.
Then management said, "How are all these people going to get paid?" So they created positions for a timekeeper and a payroll officer, and hired two more people to fill them.
Then management said, "Who will be accountable for all of these people?" So they created an administrative section and hired three people: an Administrative Officer, Assistant Administrative Officer, and a Legal Secretary.
Then management said, "We've had this command in operation for one year now and we're $318,000 over budget. We have to cut back on overall costs."
So they laid off the night watchman.

Joke - Say What?
The man below replied, "You're in a hot air balloon hovering approximately 30 feet above the ground. You're between 40 and 41 Degrees north latitude and between 59 and 60 degrees west longitude."
"You must be an engineer," said the balloonist.
"I am," replied the man, how did you know?"
"Well," answered the balloonist, "everything you told me is technically correct, but I've no idea what to make of your information and the fact is I'm still lost. Frankly, you've not been much help at all. If anything, you've delayed my trip."
The man below responded, "You must be in management."
"I am," replied the balloonist, "but how did you know?"
"Well," said the man, "you don't know where you are or where you're going. You have risen to where you are due to a large quantity of hot air. You made a promise, which you've no idea how to keep, and you expect people beneath you to solve your problems. The fact is you are in exactly the same position you were in before we met, but now, somehow, it's my fault."

The Brick Theory of Management
How to place new employees in the right jobs for them: Put 400 bricks in a closed room. Put your new hires in the room and close the door. Leave them alone and come back after 6 hours. Then analyze the situation:
If they are counting the bricks, put them in the Accounting Department.
If they are recounting them, put them in Auditing.
If they have messed up the whole place with the bricks , put them in Engineering.
If they are arranging the bricks in some strange order, put them in Planning.
If they are throwing the bricks at each other, put them in Operations.
If they are sleeping, put them in Security.
If they have broken the bricks into pieces, put them in Information Technology.
If they are sitting idle, put them in Human Resources .
If they say they have tried different combinations, they are looking for more, yet not a brick has been moved, put them in Sales.
If they have already left for the day, put them in Marketing .
If they are staring out of the window, put them in Strategic Planning.
If they are talking to each other, and not a single brick has been moved, congratulate them and put them in Top Management.
If they have surrounded themselves with bricks in such a way that they can neither be seen nor heard from, put them in Congress .
